Capital subsidy, interest subsidy, SGST reimbursement, export support and more for MSMEs in Haryana

Haryana Progressive MSME and Export Promotion Policy 2026

01 · What it is

The Industries and Commerce Department notified this policy in the Gazette Extraordinary of 29 July 2026, after the Council of Ministers approved it on 28 July 2026. It replaces the Haryana MSME Policy 2019 and the Haryana Enterprises and Employment Policy 2020, and runs for five years from notification or until a new policy or amendment, whichever is earlier. We read the gazette text on the MSME Directorate's site. The policy says its schemes and guidelines are to be notified within three months, and that a scheme not yet notified does not bar an application that fits the policy.

02 · Who should check it

Manufacturing micro, small and medium units in Haryana, with plant and machinery up to ₹2.5 crore and turnover up to ₹10 crore (micro), ₹25 crore and ₹100 crore (small), ₹125 crore and ₹500 crore (medium)

  • Interest subsidy on term loans for micro and small manufacturers for three years: 5 per cent (up to ₹20 lakh a year) in Core, 6 per cent (₹20 lakh) in Intermediate, and 7 per cent (₹25 lakh) in Sub-Prime and Prime or Focus areas

  • An employment subsidy for local employees for 10 years, up to ₹1 lakh a year per employee, with higher rates for women, SC, divyang, Agniveer and ex-servicemen employees
04 · What may be required
  • A manufacturing MSME as the policy defines it, in a thrust sector for the capital subsidy
  • Your area category (Core, Intermediate, Sub-Prime or Prime or Focus) decides most rates
  • Starting commercial production or operations after notification, unless the transitional clause lets a unit that had already invested opt for the 2020 policy
  • Not claiming the same component under another state scheme
  • All incentives under the policy together stay within 100 per cent of fixed capital investment
